A new Rasmussen survey released on the day after primary elections in several states reveals a majority of likely American voters support the SAVE (Safeguard American Voter Eligibility) Act, which would require proof of U.S. citizenship when registering to vote.
Rasmussen is reporting that 62 percent of likely voters support the Act, “including 46% who Strongly Support” the measure. Meanwhile, 33 percent oppose the legislation, including 22% who “Strongly oppose” it.
The SAVE Act has passed the U.S. House of Representatives, but has not gotten approval from the U.S. Senate.
A whopping 82 percent of voters say only U.S. citizens should vote in U.S. elections, with only 12 percent arguing otherwise.
The survey of 1,156 U.S. Likely Voters was conducted on July 23 and 26-27, 2026 by Rasmussen Reports. The margin of sampling error is +/- 3 percentage points with a 95% level of confidence.
Breaking down the survey responses, Rasmussen says 56% of Likely Voters nationwide believe it is likely that non-citizens are illegally registered to vote in the state where they live, including 33% who think it’s Very Likely. Thirty-five percent (35%) consider it unlikely that there are non-citizens registered to vote in their state, including 15% who say it’s Not At All Likely.
“Seventy-five percent (75%) of Republicans believe it’s at least somewhat likely that non-citizens are illegally registered to vote in their state, as do 44% of Democrats and 53% of voters not affiliated with either major party,” Rasmussen is reporting. “Majorities of every political category – 89% of Republicans, 77% of Democrats and 79% of unaffiliated voters – say only U.S. citizens should be allowed to vote in U.S. elections.”
Rasmussen also found that 84% of Republicans, 45% of Democrats and 58% of Independent voters at least somewhat support the SAVE Act.
Here are other key findings of the survey:
- More men (62%) than women voters (52%) consider it at least somewhat likely that non-citizens are illegally registered to vote in the state where they live.
- Majorities of both men (65%) and women voters (59%) favor passage of the SAVE Act.
- Majorities of every racial category – 87% of whites, 67% of black voters, 74% of Hispanics and 75% of other minorities – believe only U.S. citizens should be allowed to vote in U.S. elections. Black voters are most likely to support the SAVE Act.
- Voters ages 50 to 64 are most likely to suspect there are non-citizens registered to vote in their state. A majority of voters 40 and older Strongly Support passage of the SAVE Act.
- Eighty-eight percent (88%) of those who voted for Donald Trump in the 2024 presidential election support the SAVE Act, but a majority (53%) of Kamala Harris voters oppose it.
